A firm protested any award of a contract by the Defense Logistics Agency (DLA) to either of two firms, alleging that both firms offered equipment that did not conform to the solicitation specifications. GAO found that DLA correctly determined that the proposed awardee's bid was responsive. Further, GAO held that the protest against the second firm was academic since the agency was properly awarding the contract to the other firm. Accordingly, the protest against the first firm was denied and the protest against the second firm was dismissed.
