[Protest of Cancellation of Invitation for Bids]

A firm protested the cancellation of a solicitation for freight elevator repairs by the Air Force's Eastern Space and Missile Center. Because the only bid that was received greatly exceeded the Government's estimate, the contracting officer determined that the bid was unreasonable and canceled the solicitation. GAO stated that a determination concerning the reasonableness of prices is a matter of the contracting agency's administrative discretion, which GAO will not question unless it is proven to be unreasonable or there is a showing of possible fraud or bad faith. GAO stated that the unsupported statement of the protester, alleging that the Government's estimate was too low, was not sufficient to conclude that the cancellation was improper. The protester also objected to the specifications. However, this aspect of the protest was untimely, since bid protest procedures require that solicitation improprieties that are apparent prior to bid opening must be filed prior to that date. Accordingly, the protest was denied in part and dismissed in part.
