A reinstated Government employee appealed the denial of his claim for relocation expenses. The claimant had been employed by the Office of the Architect of the Capitol and, as a manpower shortage category employee, was transferred to the Department of Energy in another area. It had been determined that the claimant was entitled to reimbursement for certain travel, transportation, and moving expenses, but not for all relocation expenses. GAO stated that, because the Office of the Architect of the Capitol is not considered an "agency" as defined by law, the claimant's move could not be classified as a transfer between agencies; therefore, the claimant was not entitled to relocation expenses. However, he was entitled to retain reimbursement authorized for manpower shortage category employees, which did not encompass certain costs including househunting expenses.
