A firm protested the rejection of its bid as nonresponsive to a Defense Logistics Agency (DLA) solicitation which requested bids for fuel oil for various Federal agencies, including a line item for a particular location. The firm's bid was determined to be nonresponsive because it failed to list that location as its origin source. It maintained that, when transportation costs were added, the bid was still low, which DLA disputed. GAO held that, when conflicting statements of the protester and contracting agency constitute the only available evidence concerning transportation costs, the protester has not met its burden of proof. Accordingly, the protest was denied.
