A firm protested consideration by the Army Corps of Engineers of a bid submitted by a firm in response to a solicitation for realinement of a waterway. The protester contended that the bidder was not a small business and, therefore, not qualified to bid. GAO held that the Small Business Administration has exclusive authority to determine matters of small business size status for Federal procurement purposes and that it would not review this question. Accordingly, the protest was dismissed.
