Highlights

A firm protested any Army contract award under an invitation for bids for floor covering. The protester alleged that the apparent low bidder did not qualify as a small business. GAO does not review challenges to a bidder's small business size status because the Small Business Administration has conclusive authority to determine the size status of a business concern. The protester also complained that the apparent low bidder is being unfairly subsidized by a supplier, a procurement matter which is not for GAO review. Accordingly, the protest was dismissed.
