A firm protested a contract award by the Navy Ships Parts Control Center, contending that the solicitation specifications for the required equipment were inadequate. GAO stated that the allegation concerned an impropriety in the solicitation which was apparent prior to bid opening and that the protest should have been submitted before the date set for bid opening. Accordingly, the protest was dismissed as untimely.
