An association protested a proposed Army contract award for sports officiating services at a military installation. The protester argued that the proposed awardee, a nonprofit organization consisting primarily of military personnel and Department of Defense civilian employees, was ineligible because of the restrictions governing dual employment of Federal employees by the Government. GAO was subsequently advised that the Army had determined the association to be ineligible on those grounds and had canceled the solicitation, since the only other bid received, that of the protester, was unreasonably priced. Accordingly, GAO did not consider the matter, and the protest was dismissed.
