Highlights
A firm protested a competitive solicitation for submarine pump parts, complaining that setting the solicitation aside for small business and not restricting the solicitation to vendors who have satisfactorily furnished the parts in the past could cause severe performance problems. In effect, the protester contended that the parts should be procured on a sole-source basis from itself. GAO will not review a protest that an agency should procure an item from a particular firm on a sole-source basis. Notwithstanding the protester's contention to the contrary, Defense Acquisition Regulations require the procurement of spare parts on a competitive basis when feasible. Accordingly, the protest was dismissed.
