Obligation of Funds for California's Central Valley Project for Fiscal Year 1978

GAO responded to a query as to whether the legislative intent of P.L. 95-46 was complied with during the numerous appropriations for the San Luis Unit of the Central Valley Project located in California. The requester indicated that the act was intended to provide funds only during fiscal year (FY) 1978 and alleged that funds were appropriated and expended long after FY 1978. GAO examined the act's legislative history and concluded that it was made clear that all of the money to be obligated for the construction could be appropriated only during FY 1978. Appropriated funds incurred in subsequent fiscal years were inconsistent with P.L. 95-46 and were unauthorized.
