Conversion of the National Flood Insurance Program to a Government-Operated Program

This document was written in response to Senate letters of November 22 and December 19, 1977, requesting GAO's legal opinion on several aspects of the Department of Housing and Urban Development's (HUD) determination to convert the National Floor Insurance Program to Part B Government-operated program. By letter dated December 9, 1977, GAO advised that they could not comment on the matters Congress raised due to then pending legislation. However, the litigation concluded and this document provides a response to Congressional inquiries.
