A transferred employee claimed reimbursement for expenses incurred in terminating a lease. The employee was not informed of agency policy requiring employees to obtain a no-penalty clause for breaking a lease. Since Federal Travel Regulations do not impose such a requirement and the authority of the agency to require such a clause is questionable, the employee may be reimbursed.
