Waiver of Erroneous Overpayments to Marine Officers

An advance decision was requested concerning civilian marine personnel who were erroneously paid in excess of grade GS-18 level. Overpayments between 1975 and 1977 which can be identified by individual and amount should be waived. Collection action should be terminated for overpayments prior to 1975 to unknown individuals and in unknown amounts since the cost of collection could exceed the amount of recovery. The disbursing officers who made the overpayments should be relieved of liability since the payments were not due to bad faith or lack of due care.
