GAO Lacks Jurisdiction in Determinations Involving the Size of Small Businesses and in Issues Being Decided by the Courts

As protester is in litigation with awardee, GAO must allow court to render decision re contract for strap frame assemblies. Protest against small business size of other bidder will not be considered as authority over question of size rests with SBA.
