Review of Allegedly Improper Contract Award Made under HEW Grant

A request was made to review a contract award made by the State of Wisconsin under an HEW grant which was claimed to be improper because of failure to meet specifications. GAO determined that although the award was improper, no corrective action could be taken since State law was followed.
