Former commissioned officer of Public Health Service (PHS) requested travel and transportation allowances to home on separation, despite advice that separation would divest him of allowances. Subsequent to decision to separate, he requested that separation be cancelled, but it was not acted upon. Because officer requested separation abrogating agreement to serve a specified period after training, divestiture of benefits was proper. Separation orders may not be amended retroactively to authorize reimbursement which would be inconsistent with circumstances surrounding original orders. (DJM)
