Reimbursement for State-Imposed Pesticide Applicator License Fee

A Forest Service employee requested reimbursement for a fee paid for an Oregon Pesticide Applicator License required by Federal regulations. The employee may not be reimbursed for payment of this fee since it represents a personal expense incident to qualifying for his position.
