The Determination to Contract for Services or to Perform the Services with Government Employees is a Matter of Executive Policy

The basis for the protest against the cancellation of invitations for bid and intent to use government employees was that the White House had requested contracting of these services. The decision to contract for services or use government employees, being a matter of executive policy, is not within GAO jurisdiction.
