Entitlement of Local Hire Employee, Shuichi Ono, to Reimbursement of Passport Fees

A decision was requested regarding the propriety of reimbursement of amounts paid incident to an employee's obtaining passports for himself and his three sons. The employee was a local hire in Japan with whom a transportation agreement was executed and who had earned renewal of agreement travel although he contemplated no such travel at the time. Since employees and dependents of the United States Forces in Japan are required to have valid passports in their possession for purposes of identification, reimbursement of these passport expenses was proper.
