A carrier requested review of a settlement disallowing its claim for additional freight charges resulting from an erroneous bill of lading which necessitated two separate freight movements instead of one. Since responsibility for the issuance and accuracy of the bill of lading rests with the carrier, the government cannot be required to pay double freight charges on a shipment because of the carrier's failure to execute a proper bill of lading.
