An employee requested reconsideration of her claim for backpay and leave restoration for a period during which she was placed on involuntary leave pending a decision on disability retirement. She was not entitled to reimbursement for loss of pay for the period during which she was in leave-without-pay status even though it was later shown that she was not totally disabled. Placement of the employee on involuntary leave was not an unjustified or unwarranted personnel action since it was based on a medical determination that the employee was incapacitated for duty.
