A decision was requested as to whether an employee may be reimbursed for damages incurred when her private automobile was struck by a hit-and-run driver while being used for official business. The automobile was not covered by insurance for business use. Any claim by the employee against the Government under the Federal Tort Claims Act may not be paid because employee claims are not within the purview of the act. The employee's claim may be considered, at the agency's discretion, under the Military Personnel and Civilian Employees Claims Act of 1964. GAO has no authority to consider such claims.
