Reimbursement of Registration Fees

A decision was requested with regard to payment of registration fees for employees attending a seminar held by a Federal agency. The employees may not be reimbursed for the costs of meals or refreshments which the registration fee covered since meals or refreshments may not be paid for with appropriated funds.
