An advance decision was requested concerning a member's claim for additional per diem allowance and restoration of leave charged in connection with a rest stopover taken incident to travel from Iran to Washington, D.C. The member, returning from a temporary duty assignment, departed from Iran at 5:35 a.m. and completed 7 hours of travel to Italy on a trip requiring at least 24 hours' total travel if the member were to continue on the same plane or flight. The member may be allowed recredit of leave and payment of per diem for the period of a rest stopover since the member's action in utilizing the stop for rest appeared reasonable under the circumstances.
