A decision was requested on the propriety of paying rental for pasture land for 15 days to the holder of a revocable special-use permit. The permittee may not receive rental for the 15 days in which the Government used the pasture for firefighting. However, he may be reimbursed for the cost of feed for the horses he kept on the pasture because that purchase was necessary due to Government use of the pasture.
