Base level procurement was studied to determine how the procurement system operates at Travis Air Force Base and to ascertain the adequacy of controls over the award to and performance of selected contractors. The contract for corrosion control of aircraft was a 1-year small business set-aside contract which had been awarded to the same contractor for the last 2 contract years. A unique contractual procedure is used within the Military Airlift Command (MAC) whereby an estimated appropriate contract dollar amount is included in the invitation for bid. Bidders are asked to submit a percentage figure bid of "plus or minus" the estimated amount.
