In response to a congressional request, GAO answered questions concerning travel agent tests which the Department of Defense (DOD) plans to conduct at three military installations. DOD requested and obtained an exemption from a GAO prohibition against the use of travel agencies for the purpose of demonstrating whether savings and efficiencies would result. GAO was asked whether travel agencies will have an opportunity to review and comment on the test results. One travel agent had protested that the type of contract which DOD proposes to use for travel services procurement will not permit appropriate competition. GAO reviewed the DOD test plan and solicitation and determined that it met GAO criteria for authorizing an exemption for a test of travel agent use. The plan requires the submission of a report of test results to GAO. The intent of the test program is to provide travel agents a fair opportunity to demonstrate the viability of travel agent use by the Government. Before a final decision concerning the lifting of the prohibition is made, GAO will consider any comments from interested parties.
