Comments on Legislation for Voluntary Services

GAO commented on whether legislation would be necessary to permit the Air Force to accept the voluntary services of the Ground Observer Corps. GAO held that: (1) the acceptance of voluntary services are prohibited by law; and (2) it would be necessary to obtain authorizing legislation to accept such services.
