In his February 1, 2023, testimony to the U.S. House Committee on Oversight and Accountability, U.S. Comptroller General Gene L. Dodaro, head of the GAO, testified on factors that contributed to increased fraud and other improper payments in pandemic recovery programs. He discussed steps needed to increase transparency and accountability and strengthen agency efforts to provide proper stewardship of federal funds.
