In his February 8, 2023, testimony to the U.S. House Committee on Ways and Means, U.S. Comptroller General Gene L. Dodaro, head of the GAO, testified on factors that contributed to substantial unemployment insurance fraud in pandemic recovery programs. He discussed steps needed for the Department of Labor to strengthen its management of UI fraud, including developing and implementing an antifraud strategy.
