Lapse in Appropriations

Please note that a lapse in appropriations has caused GAO to shut down its operations. Therefore, GAO will not be able to publish reports or otherwise update this website until GAO resumes operations. In addition, the vast majority of GAO personnel are not permitted to work. Consequently, calls or emails to agency personnel may not be returned until GAO resumes operations. For details on how the bid protest process will be handled during the shutdown, please see the legal decisions page. For information related to the GAO Personnel Appeals Board (PAB), please see the PAB webpage.

Description

On March 11th 2025, GAO Director Chris Currie testified before the House Homeland Security Subcommittee on Oversight, Investigations, and Accountability about the pivotal role of DHS in securing the border, strengthening cybersecurity, and preventing violent acts of domestic extremism, among other roles. DHS also has expansive missions and an annual budget of about $60 billion. Oversight remains critically important to ensure effectiveness and efficiency.

As of March 2025, GAO has made 146 recommendations in prior reports to DHS that remain open. These recommendations are designed to address the various mission and management challenges such as duplication, overlap, fragmentation, disaster assistance delivery, IT, and financial management.
