Testimony: Improving VA Software Licensing Management

Opening Statement of GAO Director Carol Harris testifying on May 19, 2025 before the House Committee on Veterans Affairs, Subcommittee on Technology Modernization regarding how for VA's most widely-used software, VA didn't track the number of licenses in use to compare to the number purchased. As a result, VA could be buying too many or too few licenses and incurring unnecessary costs. VA did not have guidance for effectively managing the effects of restrictive licensing practices.
