Lapse in Appropriations

Please note that a lapse in appropriations has caused GAO to shut down its operations. Therefore, GAO will not be able to publish reports or otherwise update this website until GAO resumes operations. In addition, the vast majority of GAO personnel are not permitted to work. Consequently, calls or emails to agency personnel may not be returned until GAO resumes operations. For details on how the bid protest process will be handled during the shutdown, please see the legal decisions page. For information related to the GAO Personnel Appeals Board (PAB), please see the PAB webpage.

Financial Assistance for Dairy Farmers

Video URL

Description

The U.S. Department of Agriculture's (USDA) Dairy Margin Coverage (DMC) program pays dairy farmers who enroll in the program when the difference (margin) between the national prices of milk and feed falls below certain levels. From 2019 through 2024, this program made net payments to dairy farmers that totaled about $2.7 billion after subtracting fees and premiums collected for enrollment and coverage.

However, some farmers have trouble getting information about the program, including the sign-up deadline. GAO is making a recommendation that USDA assess how effectively it is communicating with dairy farmers about the DMC program.
