GAO Director David Marroni testified on May 20, 2025 before the House Committee on Transportation & Infrastructure, Subcommittee on Economic Development, Public Buildings, and Emergency Management. This testimony discusses (1) the changes made in the 2021 Design Guide, and the judiciary's rationale for making these changes; (2) how these changes could affect the size and cost of future courthouse projects; and (3) how the judiciary collaborated with selected stakeholders in making these changes.
