GAO discussed the Immigration and Naturalization Service's (INS) methodology for selecting technology for its immigration enforcement activities. GAO found that INS: (1) needs to develop a systematic selection method to identify its operational needs and solutions to problems; (2) needs to establish a clearinghouse for the collection, maintenance, and dissemination of information on the effectiveness of the technologies in use; and (3) could save between $1.3 million and $2.1 million by delaying or eliminating the development of five different technologies.
