GAO's Downsizing Efforts

Pursuant to a congressional request, GAO discussed its downsizing efforts, focusing on: (1) its strategic planning process for restructuring its workforce; (2) the development and implementation of its new reductions in force (RIF) rules; and (3) the difference between its RIF rules and appeal rights versus those for executive branch agencies. GAO noted that: (1) it used a thorough and rational process in implementing its downsizing efforts and RIF procedures; (2) it was able to accomplish its RIF through a general hiring freeze, buyouts, and attrition; (3) its RIF rules address some of the same concerns as the executive branch, including tenure, veterans preference, performance, and length of service; (4) some of the major differences between its RIF rules and the executive branch pertain to its system of granting performance credit, full-time and part-time status, retirement benefits, and an appeals process; and (5) its downsizing strategy has had little impact on its veterans workforce.
