Pursuant to a congressional request, GAO reviewed the proportion of Conservation Reserve Program (CRP) payments made to farm tenants versus landlords. GAO noted that: (1) the Department of Agriculture (USDA) categorized 46 percent of CRP contract holders as owners/operators during fiscal years 1990 through 1994; (2) these contract holders received 53 percent of the $8 billion in CRP payments over the 5-year period; (3) USDA classification of CRP contract holders is not precise and may not be current; (4) the CRP database allows input of multiple farm owners, but only one farm operator; and (5) additional operators are categorized as other producers, therefore, the results in the owner/operator category may be understated.
