Pursuant to a congressional request, GAO reviewed the Department of Energy's (DOE) procedures for awarding grants for studies of future uses of Superconducting Super Collider assets, focusing on: (1) whether DOE complied with federal regulations and its own procedures in awarding research grants; (2) how the solicited grants' funding and timing compared; and (3) whether grantees residing in Texas had an unreasonable advantage over grantees from outside states.
