Toxic Substances: EPA Has Made Limited Progress in Identifying PCB Users

Pursuant to a congressional request, GAO examined the Environmental Protection Agency's (EPA) efforts to identify and select facilities which handle, use, or dispose of polychlorinated biphenyls (PCB).
