Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on the hazardous waste management system. GAO held that: (1) the rule would amend the EPA's regulations for hazardous waste management under the Resource Conservation and Recovery Act by listing as hazardous four wastes generated during petroleum refining; (2) it would also contain EPA's decision not to list ten other petroleum refining wastes; and (3) EPA complied with the applicable requirements in promulgating the rule.
