Pursuant a legislative requirement, GAO reviewed the Health Care Financing Administration's (HCFA) new rule on Medicaid coverage of personal care services. GAO noted that: (1) the rule would revise the requirements for Medicaid coverage of personal care services furnished in a home or other location as an optional benefit, effective for services furnished on or after October 1, 1994; and (2) HCFA complied with applicable requirements in promulgating the rule.
