Pursuant to a legislative requirement, GAO reviewed the Environmental Protection Agency's (EPA) new rule on certification standards for detergent additives to gasoline. GAO found that: (1) the rule would establish a certification program for gasoline additives and set standardized test procedures and performance standards to ensure that additives protect against engine deposits; and (2) EPA complied with applicable requirements in promulgating the rule.
