Pursuant to a legislative requirement, GAO reviewed the National Highway Traffic Safety Administration's (NHTSA) new rule on the light truck average fuel economy standard. GAO found that: (1) the rule would prescribe the same light truck standard for the 1998 model year as that for the 1997 model year; (2) NHTSA did not follow several procedure steps in promulgating the rule, because it believed that its appropriation act deprived it of any discretion in setting the standard; and (3) the appropriations provision did not exempt the rulemaking from applicable requirements.
