The President's eighth message for fiscal year 1982 was transmitted to Congress pursuant to the Impoundment Control Act of 1974. The special message proposed 22 rescissions of budget authority totaling $10,655 million, 14 new deferrals totaling $2,334 million, and revisions to seven previously reported deferrals which increase the amounts deferred by $768 million. GAO was requested to examine an impoundment of Library Services and Construction Act funds which was later submitted by the President in his eighth special message.

GAO concluded that the Impoundment Control Act does not provide authority for the impoundment of funds under titles 1 and 3 of the Library Services and Construction Act.
