In the President's 10th special message for fiscal year (FY) 1978 pursuant to the Impoundment Control Act, he proposed the rescission of $500 million in annual budget authority that had been made available to the Employment and Training Administration for advances to the Unemployment Trust Fund and other funds. The 45-day period required for congressional action on the rescission proposal ended on September 22, 1978, without the Congress having passed a rescission bill. On September 21, 1978, the budget authority was apportioned to the Department of Labor and funds were allotted to the program. Since none of the budget authority was obligated prior to the end of FY 1978, the $500 million lapsed on September 30, 1978.
