GAO provided information on how seven donors, Canada, Germany, Japan, Sweden, the Netherlands, the United Kingdom, and the European Union, manage their foreign aid programs, focusing on the: (1) difficulty of planning in an uncertain environment; and (2) common structural dilemmas and management weaknesses in these foreign aid programs.
