Pursuant to a congressional request, GAO reviewed the Department of Justice's (DOJ) automatic data processing (ADP) management and operation capabilities.

Department of Justice To strengthen the management of information resources within DOJ, the Attorney General should require that DOJ case management systems have uniform, accurate, and complete information on cases and require DOJ to develop an IRM plan.

DEA has changed strategy and downsized its approach to implementing a single agencywide system; data standards were developed and accurate, complete information on cases created.
Department of Justice To strengthen the management of information resources within DOJ, the Attorney General should clarify the senior IRM official's authority in implementing departmental IRM decisions.
Closed – Implemented
On June 20, 1991, the Attorney General issued a memo on the senior IRM official's role. GAO does not believe that the clarification is adequate. It is unclear whether Justice plans any further action.
Department of Justice To strengthen the management of information resources within DOJ, the Attorney General should augment, where needed, DOJ central IRM office capabilities in the technical and management areas, ADP contract management, and oversight.
Closed – Implemented
DOJ hired a deputy assistant attorney general for IRM and consolidated all IRM-related staff under him. Also, the number of authorized IRM staff has increased over the last 2 years. However, 9 percent of authorized positions are vacant. IRM staff participate in systems development efforts and monitor IRM acquisitions through budget and planning processes.
