GAO reviewed the Office of Federal Contract Compliance Programs' (OFCCP) implementation of its contract compliance program since the 1978 consolidation of compliance agencies into the Department of Labor. The purpose of the program is to assure that contractors doing business with the Federal Government are in compliance with equal employment opportunity regulations.
Recommendations for Executive Action

The Secretary of Labor should direct the Director, Office of Federal Contract Compliance Programs, to emphasize: (1) the need for compliance officers to obtain uniformity in compliance reviews and to follow the procedures contained in the compliance manual, and (2) the need for managers and supervisors to ensure that compliance officers are following procedures.|
