Families on Welfare: Teenage Mothers Least Likely to Become Self-Sufficient

Pursuant to a congressional request, GAO reviewed information on: (1) who is currently receiving support under the Aid to Families with Dependent Children (AFDC) program; and (2) whether the characteristics of the AFDC population have changed in recent years.
