Program Expenses of Charities

Pursuant to a congressional request, GAO provided information on the program expenses of certain charitable organizations in 1992. GAO noted that: (1) these charities allocated at least 86 percent of their total operating expenses to program services; and (2) more than 60 percent of the organizations had program service expenses that totalled 80 percent or more.
